5 agosto
6 persone vengono respinte in mattinata.
From the border: monitoring report July-August 2026
This small chronology of the multiple violences produced by the border mechanisms and its agents of the inner-european border between France and Italy at the Mediterranean Sea is an incomplete and situated account. It pictures the situation from the perspective of (often white) observers with european citizenships and thus leaves out innumerable violent incidents experienced by those who are struggling and fighting for their freedom of movement. It is thus a very partial and limited picture of the situation leaving out the crucial perspectives of people on the move (POM) and sans-papiers (people without documents recognised as “valid” by french border agents).
Also the numbers of push backs and incidents cited here are simply momentary snapshots of the situation at the border – they do neither represent the numbers of pushbacks that we observe when regularly monitoring at the border (currently about 30-40 per day), nor do they adequately picture all violent incidents that we observe at this border.
1st July
An underage person is pushed back from France to Italy together with one very young person. The minor told the french border police that he is underage and in need of legal support during the detention. Neither was legal help offered, nor translation, nor was the minor allowed to make a phone call (he insisted to call his parents but was not allowed to do so).
While the french border police has recently displayed no hesitation in overstepping the boundaries of their detainees when taking their personal telephones and making phone calls to their contacts (for example in order to translate to the detainee while in detention), in the case of a vulnerable person it was suddenly not even possible to make the one phone call that is granted by law in a situation of detention.
This is by far not the first time the french border police exposes particularily vulnerable people to particularily harsh treatments (see may-june report for example on the situation of wounded and disabled people in detention). The regularity of this pattern is striking and, being tracable throughout published reports of police violence at the border, should be denominated as a consciously directed act of violence.
20th of July
Just as the heat reaches its climax on that day, four people are pushed back. When released from detention, they are very thirsty. As the french border police officers tell them to walk uphill „to Italy“ they know very well that the four people pushed back will have to walk for nine kilometres on a road with no shade.
21st of July
At least 7 people are pushed back in the afternoon. One of them visibly suffers psychologically from the situation. An older man who is amongst those pushed back on that day is extremely tired and desperate. One of the seven persons was detained for 10 hours after having been arrested in the street in Menton city centre together with his friend.
22nd of July
Five young people are pushed back in the afternoon. One of them is 17 years old and was registed as a 19-year old upon arrival in Sicilia by boat some days ago. The young people have spent the night in the police containers at the border locked in with 30-35 other people (all adults except for one very young girl) who are still in detention. The young girl who was left locked in the containers when the five young people were released was detained for more than 24 hours together with one of the five youngsters with whom she was travelling. In detention, their telephones were taken away, there was no translation available to them (contrary to what was stated on the procès verbal, the legal documents that they received from the french police), and they were not given any information about the reasons of detention. All five young people received different kinds of documents by the border police although they were arrested together.
Two of them have been left on a mountain road somewhere near the border, their money was taken by the drivers and the police came quickly to arrest them. This month, this is sadly not the first testimony of such events, suggesting a cooperation between police forces and drivers taking money for their services.
23rd of July
The french border police keeps handing out legal documents to people they detain (procès verbal) which contain false facts, as it was the case on that date when a detention protocoll was given to an 18year old detainee stating that he had access to translation during his detention which was not true.
29th of July
Two people are pushed back in the afternoon. One of them is in a situation of physical distress, also due to a severe lack of food over the past days. As he was given two slices of bread during his detention, he could not keep them in his stomah and informed the french border police that he had an operation just before being deported from the EU. His physical conditioned worsened as he is now trying to reach his family living in France.
On this day a joint french-italian border police operation was executed on the territory resulting in 3 criminal charges and 22 interceptions at the highway between Italy and France and in the public transports as well as near the railway tracks (despite several deaths, walking along the train tracks is still a life-threating desperate attempt of people to exercise their freedom of movement on the way to France). This operation inscribes itself in 2446 arrests of people who have not been authorised to cross the border this year.
30th of July
As a psychologically suffering person in need of help decides to run towards the french border post when released after detention, italian carabinieri disclose worriedness about how the person will be treated by their french colleagues.
31st July
At least three people are pushed back during the afternoon. One of them, having arrived in Italy several months ago, is told by the french police that his telephone is being tracked after it has been tacken away from him for a while and subsequently given back, and that he has seven days to present himself to italian authorities in a city in the South of Italy. How is he supposed to reach this place without money and extremely starved after his detention in the container of the french border police? As most of the time, no translation was available during the time of detention.
4th of August
At least 10 people, in addition to at least four other people who are pushed back in the morning, are released from detention in the afternoon in the time span of an hour. Some of the ten people seem extremely young and none of the speak any european languages. One of them is desperately trying to join his family members in France.
5th of August
6 people are pushed back in the morning. Two of them have been arrested on the street in Menton and have spent 12 hours in detention.
12 of August
A woman, two minors and four adults are pushed back in the morning. They have spent the night in the PAF containers.
14th of August
One person released at 10am from detention at the border was pepper sprayed in the face during his detention. Four other people are also pushed back and three young people (possibly minors) are pushed back in the afternoon together with four older people whose time of detention was amounting to only two hours.
17th of August
At least one of the persons detained in the afternoon had her telephone taken away by the police during detention. Neither did this person receive any water nor food during detention. Italian militay is positioned at the lower border running along the Sea from 15:30 onwards (as it will be the case during many of the following days).
18th of August
On that day at least 8 people are pushed back in the morning and at least 9 people in the afternoon. The french border police is described as racist. An officer is quoted to have said to the detainees „You have new shoes, you must be a drug dealer.“ Those of the nine people pushed back in the afternoon, who go through a thourough questioning about personal lifestyle choices (how often they pray, if the eat hallal, etc) do not receive any food or water. After having been interviewed without the purpose of the interview being disclosed, the detinees are threatened by the french police with one year in prison of they are arrested again at the border.
19th of August
A person pushed back from France to Italy in the moring was given a legal protocol of his detention stating that he had acess to translation which was not true. At least six other people are pushed back on that day (this time in the early evening hours). One of them has been hit by a french police officer in detention. He has already been arrested and pushed back the day before. People on the move risk physical violence when keeping to exercise their freedom of movement. The person who was physically assaulted was travelling in the company of his brother who did not get released on that day at all (neither on the following day).
20th of August
People pushed back report again that they had to go through a very personal thourough and lengthy interview about their personal lifestyle choices and travel routes. Amongst the five people pushed back in the moring is a young and vulnerable person.
A woman who is also pushed back on that day, received a personal detention protocol (procès verbal) stating that she was not able to prove her identity although she had her identity card and her residence permit with her. Her residence permit was first confiscated by the french border police. As the women insisted for a very long time on getting it back when she was pushed back to Italy, it was finally handed out to her. What happens to the documents of people who have no energy to insist on getting them back from a police officer who might be a physical threat to them, as retained in the reports on other occasions?
Another person pushed back was arrested in Menton because an inhabitant called the police on them suspecting them of being in a process of migration as they simply walked down the street.
